A running glossary of the abbreviations and acronyms that actually show up in City of Roslyn council, commission, and committee minutes — built from real meeting records, not a generic government-jargon list. If you’ve ever tried to search the City’s meeting archive and come up empty because the minutes used “CAC” or “ILA” instead of spelling it out, this page is for that problem. Citizen Advisory Committee — oversees management of the Roslyn Urban Forest; appointed by the Mayor, confirmed by Council. City page (archived — city site currently down).

Public Records Act (RCW 42.56) — governs public access to government records.
RCW
Revised Code of Washington — the compiled body of permanent Washington state law. See our growing WAC/RCW reference page.
WAC
Washington Administrative Code — regulations issued by executive-branch agencies under statutory authority. See our growing WAC/RCW reference page.
RMC
Roslyn Municipal Code — the City’s own local code (for example, “RMC 18.160” governs Master Planned Developments). Full code text.

(Washington State) Public Disclosure Commission — oversees campaign-finance and lobbying disclosure. pdc.wa.gov.
ILA
Interlocal Agreement — a formal cooperative agreement between two or more governmental entities under Washington’s Interlocal Cooperation Act (RCW 39.34).
MOU
Memorandum of Understanding — a non-binding or preliminary agreement, often paired with an ILA in council minutes.

Council of Governments — the regional association of local governments.

EFT
Electronic Funds Transfer — appears on every meeting’s consent-agenda “Checks and EFT” line item.
ACH
Automated Clearing House — electronic payment processing, appears alongside Accounts Payable line items.
AP
Accounts Payable.
ARPA
American Rescue Plan Act — federal COVID-era relief funding. U.S. Treasury program overview.
TIP
Transportation Improvement Program — a local agency’s state-required 6-year transportation project list (RCW 35.77.010).
CD
Certificate of Deposit — a bank investment instrument.
Development, Land Use & Environmental
NFA
No Further Action (letter) — a Department of Ecology sign-off confirming site cleanup is complete, often a prerequisite before development can proceed. Ecology’s NFA program page. Relevant to the Forterra #4 Mine site.
I&I
Inflow and Infiltration — a sewer-system engineering term for unwanted groundwater/stormwater entering sanitary sewer lines.
LOMR
Letter of Map Revision — a FEMA flood-map amendment process. FEMA LOMR/CLOMR page.
GMA
Growth Management Act (RCW 36.70A) — Washington’s land-use planning law.
ADU
Accessory Dwelling Unit — governed citywide by RMC Chapter 18.140 (Accessory Uses).
SEPA
State Environmental Policy Act — Washington’s environmental review law, implemented locally under RMC 18.40. Determines whether a project needs an environmental checklist, an Environmental Impact Statement (EIS), or neither. WAC 197-11-920 designates which state agency reviews each impact category — including DAHP for archaeological/historical impacts. Bundled automatically into Master Planned Development review (RMC 18.160.090) for large parcels. Ecology’s SEPA Register.
DAHP
(Washington State) Department of Archaeology and Historic Preservation — prepared Roslyn’s 1978 National Register nomination and runs the Certified Local Government program; also the state agency designated under WAC 197-11-920 to review archaeological/historical impacts during SEPA. dahp.wa.gov.
DNS
Determination of Nonsignificance — a SEPA (State Environmental Policy Act) finding that a project’s environmental checklist review shows no significant adverse impact, so a full Environmental Impact Statement (EIS) isn’t required.
